Civics is the study of the rights, responsibilities, and structure of a government, and how citizens participate in it. The foundation of the United States government is the Constitution, which was ratified on June 21, 1788. The Constitution was the product of the Constitutional Convention, which was called after the failure of the Articles of Confederation, the original constitution of the United States.
The US Constitution dictates the three branches of the federal government (Legislative, Executive, and Judicial), their roles, and their officials. It also includes amendments that specifically state the rights of the people, which includes the Bill of Rights.
The US Constitution specifically states that the Legislative Branch (or Congress) has the power to:
- Raise, support, provide, and maintain the military
- Make rules and regulations for the military
- Purchase land for military bases
- Declare war
While the Constitution states that the President has the power to:
- Direct the military after Congress declares war
- Serve as Commander in Chief of the armed forces
